You can submit a FOIA request via the Michigan FOIA Form (PDF), but Michigan also has an online portal for requesting voter data.

To use the online portal, first create a MiLogin account:

After creating your account, discover online services and add the Michigan Secretary of State MDOS FOIA service. Through that service you can request online access to voter records and voter history.

~$45 for the entire state. I received my quote one business day after submitting my request. Once paid, the files were immediately available for download.

Note: The download tool can be fickle and the site may throw random errors. It required some persistence to get the files downloaded, but they were all there.
